ncyc, you can download a free, working copy of the HTML Editor from Coffeecup Software. I reccomended that one because it has a lot of very neat and cool pre-made effects built right into the program. You can easily slip cool HTML effects, Javascript effects, DHTML effects, and it even has a bunch of CGI/ASP forms, like a Guestbook and so forth all ready to go - just add your own text.
ncyc, if you don't have an HTML writing program (works just like a Word Processor), coding by hand if fun for those who make it their hobby. Everyone else doesn't have the time or desire to fool in lines of murky code, but want to release their creative talents and not be bnothere with thte details. Therefore, you need to get an HTML writing program.
And before anyone can say it, Windows 98/SE/2000 comes with a cut-down, but very useable HTML writing program on the Windows Installation disk. The FrontPage component is not normally installed with the regular installtion and is something that you can easily add-on afterwards. Beats the hell out of writing code by hand!

The idea behind the Constitution one is to make a box not to large that contains a large amount of text I picked the Constitution because many have not read it, and it's wording volume met the requirements.
