Near - I think the lack of "duck and cover" drills has more to do with people understanding the realities of nuclear war. I was in school during the cold war I think we all knew that if a missle was heading towards our town, those little desks were not goinng to do squat to protect us from the blast radius or the ensuing fall out.

Reamond: Everyone knows what ICBMs are. I'm sure Bush knows as well. I agree with NTS that "the two oceans no longer protect us from foreign enemies" refers to actual, physical, enemy troops on our soil. In our nation's history we've only had two instances of such invasion, and its been 87 years since the last event.
So, yes, we have become complacent. Which is probably the main reason that we reacted with such shock & disbelief at 9-11. Not just that it had happened, but also that it had happened to us.
