You can even file a request for a refund of your final value fees (FVF) for an auction in which a buyer will not follow your terms of service. That very reason will appear as an option in the drop down box on the FVF form webpage at Ebay. Good luck.

This is obviously a very difficult buyer. At first I thought the person was leery of the Postal Service and was requesting UPS or Fedex because a signature would be required at delivery, but I see in the original post that Parcel Post Insured was an option as well. I don't think a signature is required for that.
Why would someone say "Don't send it Priority, send it Parcel Post" if cost wasn't the issue? How very odd.
In any case, you ought to put Delivery Confirmation on the package. The buyer might say they never received it and e-mail you with, "See! I told you to send it UPS or Fedex, it never got here......"
