Are you sure this is what you really want? You are aware of the saying "Be careful what you wish for...", aren't you?
Does anybody really think eBay would be able to come up with a requirement for listing shipping charges that can cover every item and every seller with out causing anybody problems? There are posts here regularly commenting on how half.com's specified shipping allowances do not always cover the actual cost of shipping. What makes anybody think that, with the incredibly more diverse selection available on eBay, that any mandated policy has a snowball's chance in hell of working consistently?
I still don't see why this is a problem that needs fixing. As a buyer, the ball is in your court- nobody can force you to bid on an auction. Don't like the seller's terms? Don't bid. Seller's terms are not clear? Don't bid. Seller won't answer email questions? Don't bid. You can probably see a pattern developing.
The constant whining about disappointment over unfulfilled assumptions is wearing thin. Stop looking for somebody to hold your hand and take responsibility for your actions.

If the buyer ASS-umes that the shipping will be some low number, but does not ask, buyer must pay whatever the charge is. I know of a case where a buyer had to pay $12 handling charge on top of $2 postage to get a book...and the book by itself only cost $6.50. One clue bought there!

NO! NO! And NO! If eBay mandates shipping fee percentages, I'd loose a major competitive advantage! You think I'm joking?
Please, please, protect me and others from reasonable shipping competition!
