Have you phoned PayPal and explained that they have to follow the Electronic Fund Transfer Act?
I encourage you to call the Federal Trade Commission at 877-FTC-HELP and ask for their suggestions.
PayPal just added the capability of every user to charge via MasterCard debit. Anyone think they can handle the number of EFTA complaints? Not me.

I explained that and several other things. I have now had three reps admit that the charges should never have been allowed since my balance was at $0.
I am sure you have noticed that Damon is very silent on this issue.

I am not the one handling the case, nor do I have access to the records in question (I can view general transaction information, but I can't view aspects of the debit card operation).

Didn't Damon ask you for the same information exactly one month ago?
Damon, do you realize that simply by communicating with Grumpyebayer that you are handling the case as far as the law is concerned? And you had 13 business days under the EFTA to offer resolution or give him a contingent credit and investigate for up to 45 days?

The information was received last month and was forwarded to the appropriate department. That is all I can do, as I do not resolve these particular items.
I also did not have a response to my request to have the account information. I want to see which party is handling this, so that I can try and have any information relayed back to the party in question.

Am I correct, the first charge occurred on July 23 and the second in August? It is October 14, has there been anything from PayPal concerning their mistake?

Damon: I have sent you my info again.
You may not deal with this type of thing, however as paypals rep on this board you should be able to answer why charges were allowed on a card with $0 balance. This is a violation of Paypal's terms on the site which I quoted in an earlier post.
Everyone: Still nothing. I got a new card a few weeks ago (still haven't activated it). I returned the form they sent me. Still no reversal of charges.

Well, if you keep waiting for PayPal to do something and they never do, eventually part of the responsibility is your own.
Outside agencies need to be involved. Here is the link for the Better Business Bureau that handles PayPal:

PayPal responds quickly to complaints through BBB, which up until recently had slapped them with their lowest rating.
I suggest you write them and be specific about the EFTA violations. My bet is the problem will be rapidly solved.
Or having heard you are heading that way Damon will make the PayPal bureaucracy fix the problem finally.
