PLEASE REMEMBER -
The receiver of the mispackaged shipment is responsible for the 'POSTAGE DUE' if the discovery of misuse of shipping supplies is detected. I've have already had to pay Priority Mail up-rate for 28 pounds of books that were shipped to me, by some cheap SOB, that turned a priority box inside-out. AND if you think you can refuse a 'postage due' shipment, think again, as it can cause denial of service for any other deliveries.

I've always been happy with PaperMart. You can get supplies delivered if you're in Los Angeles, but if not, they ship quickly:
OfficeMax and OfficeDepot are both closing some of their stores in Northern California, and perhaps elsewhere. We've had to keep an eye on prices (not everything is such a "bargain" but have been stocking up on boxes.

I had UPS deliver something to me in a Priority box once... they didn't even bother to turn it inside out. It seemed like a regular thing.

Last year the USPS had an approximate 198M$ deficit. They gave their higher level managers approximately 197M$ in incentive bonuses and the like. It doesn't take a rocket scientist to do the math. Like any other organization, it is the worker-bee that does without - not management.
As an aside, the other day I needed some little boxes and asked my postal guy if he had any. He had the smallest size priority box and told me to turn it inside out! I don't think he knew that I had to sign a contract when I first ordered boxes.
