I always leave positive feedback as soon as I'm paid. Many customers have complimented me on this and some even return it before I ship. I think that it has actually increased the amount of positive feedback I get since it demonstrates a willingness to stand behind what I sell.
In 1400+ sales, 879 feedbacks, I've received 1 neutral (for holding a check as stated, when I still did that) and 1 recent neg from a late pay after I filed a NPBA. I negged the last one and cancelled the sale. If anyone tries to wrongfully extort their money after the fact I can think of plenty to threaten them with besides feedback which I don't think means that much to nutty buyers. Don't get me wrong though, if I screw up I will issue a full refund asap.
I had one buyer from Germany who sent payment and insisted several times that I declare the item as a gift even though the terms of the listing clearly stated that International shipments would ship as merchandise. This nut just kept it up with the implication that he would neg me. I refunded his payment and told him that a neg on his part would be followed by one from me and that I would contact his customs authorities about his shipping requirements so they could look into his previous eBay purchases. No neg was received.
Any buyer that tries to illegally extort money and keep the merchandise is comitting mail fraud and I would pursue that rather than worry about feedback which frankly doesn't carry much weight. Threaten them with Postal Inspectors not eBay.
