I just tried to file one - I had an item returned after I lost a not as described claim - the handle was broken - so I went in to the Paypal dispute console and hit the appeal button, and it doesn't work - it gives an error message. It's a big joke - by the way, the claims count against your buyer satisfaction rating - I just found out that is why my search status is lowered. Whether you win or not!

queen, I have a claim also and the buyer was told to return the item to me. He claimed it to be damaged, not as described. Well he shipped it back to me and there was no damage on the item.
When I spoke to paypal they said when the item comes back to contact them if there is a problem, where the buyer sent the wrong item back or whatever. I guess when you do that they open a dispute, but you might want to call them and ask them.
When the item comes back you have 3 days to contact paypal and let them know if everything is ok and they will then issue the buyer a refund. If It's not ok they won't issue the refund right away.

No, they won't. The correct action to take is notify the USPS Postal Inspectors of "Mail Fraud". They offer a comprehensive Five-year Federal Guarantee (of felony prison time) if convicted. I'd also contact local Police in buyer's jurisdiction as some countries take a dim view of fraud.
