There is no reason that this company needs a person's bank account number nor do they need to set up some kind of account. When I questioned them about this they sent me their FAQs, but did not respond about why they could not could not accept perfectly good credit card information without by bank account number. There is something wrong with a company that cannot verify the validity of a credit card. Just to satisfy my curiosity, I'm trying them one more time for a small Ebay purchase and then canceling that credit card. Who knows what they are really doing with that kind of improper information.

They require a bank account number to prevent fraud in the PayPal system. There is no way to know that a user's credit card is 'perfectly good'. However, they can show more trust in a user who has a US bank account, as this provides an avenue to pursue fraud, and it discourages the common theft of large numbers of credit card numbers from stolen credit card databases. Thieves will typically acquire dozens of credit card numbers; open accounts in PayPal with EACH card and start buying -- all with the intent to acquire valuable merchandise which can be resold relatively easily.
