This afternoon, PayPal handed down a judgement against me. A verified member sent me $2400 for tapes. I shipped these to the confirmed address, with insurance et all. The buyer signed for and received the
shipment, and sent me email confirmation.

About 35 days later I get a message from PayPal telling me the buyer filed a complaint that he did not receive his merchandise. I provided PayPal all the confirmation info and a detailed account of the communications/ actions of the seller through the site they sent me to. I received one response from agent Amy asking a question for which my response was be sent back to her via the reply button. This afternoon, PayPal handed down the judgement and reversed the $2400 from my account.

That completely sucks because the buyer has my tapes and the $2400.

Is there any action I can take? Is there some kind of process where a senior adviser/manager will review judgments?

At the very least agent Amy failed to research the case thoroughly and
allowed the buyer to get away with a crime. Is this hopeless?

may be paypaldamon could pass your case to another paypal staff for further review.
else you may need to talk to a lawyer.

Well damon, what do you say to this??

Large $$ amounts, I would ask for postal mo, or bank drafts.

I would not trust billpoint or paypal on larger sales. Couple of hundred $$$ max.

i agree with the above i started to realize would only accept upto $200 max for an auction using online payment method to receive the $$$s. specially with paypal seemingly unfairly giving you a charge back.

seems like you can buy something with paypal, say an expensive electronics item, complain and paypal are more than happy to give you your money back......sucks to be a seller and use paypal.

keep us posted no dbout the standard 30 day investigation will start you get no word nothing until the 30th day its complete BS.

lets hear from buyer side of the story -paypal cant be that stupid ,shipped 2400 worth of tapes insured and with signature receipt,what goes wrong??'

Believe it, its true. See, this is the problem with PayPal, they don't go beyond the surface to investigate.

I sent the tapes in 4 shipments, 2 packages each via USPS with confirmation & insurance. The packages were to heavy for the local carrier to deliver them to the confirmed address, so they left a note to come pick them up. I spoke with one of the local USPS reps myself on the phone (he lives in Brooklyn, me in Denver) and he told me that the buyer came in, signed for, and picked up the shipments. I even received an email confirmation from the buyer saying he got the first 2 packages, but not the second 2. Again, I called the local office and the agent told me that he picked the packages up (he even gave me a description of the Sony boxes they were in).

All of this information the PayPal rep did not care about. I gave the phone number, contact name et all in my response to PayPal snd seemingly, they did not look below the surface. I would like someone to take a closer look, but thus far, am spinning my wheels.

I never even knew there were PayPal problems until mine arose. I never heard any of the horror stories that I've read about on this board during the past 2 days. It never occurred to me that even though I followed all of the rules that I would get screwed.

Hi blurrb,

Please feel free to send me the information. Did you get signature confirmation on the packages (depending on the date of the transaction)? In addition, all of the rules of the Seller Protection Program must be followed to eliminate the liability.

is it the same buyer who claimed the 2 shipments?did he show his id to the usps employee??
i am surprised sometimes you need to show your id when picking up the package and sometimes you dont.

I do not understand why PAYPAL simply did not check this out throughly prior to refunding the buyer $2400.

reason 235636873 not to use PAYPAL i guess....an expensive lesson

things are not well in la la land.
if you are a buyer and sends money order,and the seller skips town,you have no cc or paypal to turn to.

who has the signature receipts??
since paypal does not get involved in content or quality issue,i am curious how and why paypal can reverse the payment??

I am in the process of trying to recover the postal receipts from the post office in Brooklyn- not exactly an easy task. One shipment was the last week of Oct, the other the first week of Nov.

I was told over the phone that the same person claimed both shipments.

I sent all my electronic info to PayPalDamon who told me he would forward it on. So far I have received no other contact from anyone at PayPal regarding any of this.

Let's just say I'm not optimistic...

why are you getting receipts from post office?did you lose yours??
did you talk to the buyer after he complained to paypal he did not get his tapes??

I have all of my postal paperwork. I am trying to recover the yellow mail receipts the buyer signed when he picked up the shipments from the post office in Brooklyn.

paypal has amended the seller protection program in november for shipment 500 or mor dollars,you must have signed signature receipt.
damon asked you if you have it??
i think paypal expects the special usps form for signature receipt which i remember is a green form which you get back from the post office after shipment delivered and signed for.
you have to verify this with paypal what form are they expecting from you ?

My mistake, the shipments were made Oct 16 and Oct 23. Unfortunately, I used the regular delivery confirmation option- I had thought that was good enough under the PayPal rules.

Where I thought I may qualify for a review is that the buyer had to sign for the shipments at the post office because they were to heavy to lift. The forms he signed reveal the confirmed address and signature confirmation of receiving the shipment- these are the forms I am trying to recover for proof of shipping and receiving.

signature receipt was not required prior to november for 500 dollars or more shipment,did you say it is insured with usps,if so,does it cover 2400 dollars?
if you can get the post office to show he has signed for it,may be this would work,good luck.
the blue insurance form is trackable within post office and shipment has to be signed for.
i guess i am confused-you shipped with dc and insurance,i assume you insure them for over 50 dollars,so if he said he did not get it,you will file loss claim and he will be investigated by usps fraud dept when they can prove he came to pick up the items.
somehow the way you handle this may have left some loophole for him to explore??
