I discovered the URL to this board in a seller's statement of terms, in which they stated they will not accept PayPal "and this is why". The stories here are very interesting to the degree they reveal PayPal's corporate mindset and style.
From my perspective PayPal is a very useful service. Most of my transactions take place within small and rather close-knit specialty groups where seller reputations both good and bad are widely known and shared. (I have in fact been ripped off by a few sellers, but was never in a position to file with PayPal since the sellers strung me along till after the 30 day limit. It doesn't sound like I missed much, though.)
I started seeing sellers bail out of PayPal when they suddenly slapped the fees on 'em. At that point I started rounding my payments up, to take care of some of the fees, since the convenience saves me so much time and hassle. I was quickly amazed at how much goodwill a few extra coins can generate! Obviously there's a tremendous amount of seller resentment towards PayPal out there!!
As far as the debate about whether the PayPal seller fees should provide some level of security for the seller, PayPal should quit waffling. They should tier it and offer a basic (lower than present) transaction fee with no security, and also give the option of a higher fee that provides protection similar to credit card transactions. Then at least the seller knows exactly what they're entitled to, and has some say in the matter.
There's a strong impression that PayPal is profiting from the grey area between the time funds are e-deposited, and the time they are cleared to the seller. I always e-mail the sellers to let them know I just sent a payment, and to let me know if it doesn't clear in a timely manner. Every hour counts for more free money in this grey area. One poster's point about having the money on the books for the IPO is extremely well taken!!
Personally I'd never store any funds with PayPal, interest or not, because they do seem to be acting an awful lot like a bank but without the stringent and comprehensive regulations that real banks must follow.
I'm very sympathetic to the problems you sellers are having! Please try to hang in there and force PayPal do the job right, because it really is a useful pay method for us frequent flyers.
From here on out, I will put a trailer in my PayPal payment comment field, to the effect that I SUPPORT PAYPAL SELLERS' RIGHTS or something equally inflammatory that will USE THEIR BANDWIDTH to help spread the gospel!

In my opinion, PayPal is an OK service to use for buyers if:
a) you ONLY use it to purchase items
b) you ONLY pay with a credit card that lets you use these 3rd party payment services without waiving your dispute rights
c) you NEVER, for any reason leave money in your paypal account
Once you get into selling, thats where you start having potential problems (false quality of goods chargebacks which you can do nothing to prevent, lack of identification information on buyers who file false chargebacks, and possibly restricted accounts).
