I have had a pretty good experience using paypal, now I want to start shopping at auctions and use paypal as my payment method. there seem to be so many horror stories all over the internet message boards. I totally agree with you when it comes to the privacy issue (I'd hate for fraudulent buyer to have all of my info just because they made a false claim). But here are my questions
1) I've seen on this board that many people have bought big ticket items and the seller withdrew the money and closed the acount. Can't you just go in there bank acoount and get the money back?
2) When a seller closes the acount is all of their info deleted is that why you can't help the buyers?
3) I've also heard that when a buyer starts a chargeback that their account becomes restricted is that true?
4) When you notice that an account is closed but it is FRAUDULENT does paypal take any action?
5) How long should a buyer wait before pursuing a complaint aginst the seller to make sure that they can recover funds?
I would just like to know before I jump into this thing.

Hi question456,
1) I've seen on this board that many people have bought big ticket items and the seller withdrew the money and closed the acount. Can't you just go in there bank acoount and get the money back?
(No, we can't. A variety of legal reasons come into play).
2) When a seller closes the acount is all of their info deleted is that why you can't help the buyers?
(No, but all information is proprietary to protect the privacy of all users.0
3) I've also heard that when a buyer starts a chargeback that their account becomes restricted is that true?
(It is possible if they didn't file a Buyer Complaint. It could also be possible if they had excessive chargebacks, which means they have done little due diligence in their purchases.)
4) When you notice that an account is closed but it is FRAUDULENT does paypal take any action?
(PayPal does work closely with many law enforcement agencies. We have aggressive anti-fraud measures in place, but users can help prevent problems by following the SECURITY TIPS. Several articles have been written on our fraud-fighting efforts).
5) How long should a buyer wait before pursuing a complaint aginst the seller to make sure that they can recover funds?
(The faster a buyer files a complaint (once they realize a potential issue), the more likely recovery is. The claims do need to be filed withing 30 days)
It may not be a popular answer, but users do need to do some research of their own before sending a payment through any medium (check/money order/cash/e-payments). PayPal does not control the listings at the venues you buy from, nor can we control the individual behavior of the party you are sending payment to.

Hi Question456,
I filed the complaint 2 days after I paid the seller when I realized the seller is at fraud but Paypal still keep me waiting for 30 days and finally told me they can't recover the fund from the seller. Think twice if you really want to use PP.

Damon I just saw this on another site. If a person recieves a an amount over $1,999.00 for a payment will there acount become restricted? I've seen alot of posts about there acounts being in good standing, but as soon as they recieved a large payment PayPal resticted their account and asked for alot of documentation to lift the restriction. Does this happen to everyone?

PayPal can lock up that money and make interest on it while you beg and plead with them to get it back. Now thats what I call customer service. LOL

Hi question456,
No, the account is not likely to be restricted. If there is an issue with the transaction, we generally isolate the transaction (unless there are other factors at play). Many users use the service daily for receiving large payments for a variety of reasons.
If a user had certain transaction amounts for a small amount over their history, and then they started receiving much larger payments, it could merit review.
Please keep in mind that PayPal has a large user base that grows at around 20K per day. We wouldn't be able to grow if we didn't listen to our users, nor would we just "create" problematic transactions. Well over 100,000 transactions are processed daily...you would find some of the issues (chargebacks filed by buyer, seller not delivering product, etc) are items that we do not create.

I was defrauded by another PayPal member. You know it and won't do anything about it. Since you will stand behind fraudulent users, I have nothing good to say about your dishonest corporation.
