Paypal has frozen my account for the second time in two months.
I am(might be was) a verified Paypal user with 1176 transactions. They froze my account in Feb 2002 for no other reasons than I tried to use my Paypal debit card to withdraw my money. I jumped all their hoops and danced all their dances then to get my account unfrozen.
Now my account is once again restricted and one of my bank transfers for $4000 has ben cancelled and my account restricted. Needless to say I am not amused. I emailed Paypal 4 days ago and have gotten no reply. Their online form does not allow you to enter more than 700 characters,how convenient for limiting complaints.
They are now stating that they will not correspond with me unless I once again verify an account that is already verified,send two months of my bank statements,my utility bills and credit credit card.
Then they will apparently consider my appeal.
Appeal ? What am I gulity of ? The only thing I can think of is being an ideal customer.
I have more than 5000 Ebay feedbacks in over 4 years

That's the pits! Paypal is a great service but why would anyone leave that amount of $$$ in their account?

Sounds like when you went to transfer that amount it set of their "fraud" alert.

Best to just transfer smaller amounts as they come in.

You will have to send all of the paper work once again, there is no other choice now.

Only paypal can tell you why they shut you out again. Hope damon can help you out.

I do agree that that you should not have to go thru all this twice, a simple phone call from pp to you should of cleared up any questions they may have had.

fraud alert??
wonder what fraud alert when member tried to use debit card to withdraw money or transfer fund to her bank account??
is the bank account in your name,has it been registered with paypal all along??
where did you use your debit card to withdraw money,??
may be it is the size of the amount?????

Please folks....I use PayPal as a convenience and I have been paying them a handsome sum of money for the priviledge. I have been on Paypal almost from day one. My account is verified, all my accounts are verified. I went through their security check back in February. So what the problem now ??
I am unwilling to give Paypal all of my household & banking information again until they are willing to give me ONE valid reason why I should and why they have blocked my account AGAIN.
As for their debit card it has been nothing but the PITS from day one. If any amounts are preauthorised when you use it for a hotel and then the hotel subsequently bills you for your stay,the original preauthorized amount stays out of your account unless you get the hotel to fax Paypal and tell thenm they won be using the authorizatoion. This is just a ploy to boost their suspense account usiing your funds. The card is supposed to be a convenience not an annoyance.
I have taken Paypal off all of my auctions and they can keep my $6000 until I decide which route I am going to take in this matter. As for the debit card they can put it where the monkey put the nuts. I have oter cards that work without me having to be embarrased with declinations everytime I try to use my own money.
Worst case is I'll recoup the $6000 in a few months by not using Paypal and then worry about MY $6000 that they are holding ransom later.
Belive me, I have recommended Paypal to hundreds of users. But now I can honestly say IT SUCKS BIG TIME.

Sure you have responded to my email with the usual fluff,
My account is still restricted and ADAM at Paypal refuses to give me a reason why my account was restricted in spite of me being a Paypal user almost 2 years to the day with 1176 transactions. I am confirmed my bank account is confirmed and there are no fraud investigations in my account. The restriction you have placed on my account holding my $6000+ is totally unjustified and very unprofessional.
The rep I spoke to in your appeals department<(Adam), should be sent on a basic customer service course. A course in constructive listening would do him well.
Could Paypal please tell me what I am convicted of before they keep asking me to appeal.

I'm sorry I found this. I've been wanting the convenience of Paypal but my wife says "not in our bank account". Almost had her convinced it would be o.k. until this hit the fan.

They will continue to accept payments, you can not remove the money to get more product and when they release the restriction, you have generated complaints so that they can restrict it again. Or they will hit you with the "rolling reserve" where they hold money to "protect their liability".

What a scam.

The bulk of the money on hold came from an instant payment. There are no claims or investigations outstanding on my account other than this fictitious trumped up security trigger. They are supposedly holding my money from me for my security

After a week of phone calls and call-back promises were never fullfilled I finally got to speak to someone who would listen to what I was saying.
My account has now been unrestricted after two weeks.
What's the bottom line? I commited the mortal Paypal sin of signing into my account from a country that's not on the Paypal "Now available in list."
What have I learned from this experience.
1)Their customer service is lousy
2)When Paypal doesn't like the way you are batting they will take YOUR bat and their ball and go home.
3) Then they can hold you & your money ransom,(for no rhyme or reason),at anytime for as long as they please.
4)When they choose to do #3 you cannot get your funds or close your account.

What are my plans for the future ? I will only advertise Paypal in my nickel & dime auctions.(Only way to deal with a nickel & dime company.)
That approach is already bearing fruit since I have saved about $300 during my 2 week restriction.

Lastly: Thanks Paypal for giving me access to my money, your customer service leaves a lot to be desired.

that black list of countries is posted on paypal board,if you use their service,you are supposed to be familiar with their terms and restrictions.
now i have to read about agreeing to arbitration ,which we agree to when we sign up for paypal service,how many of us read that and understand what it means>

Paypal was great and unlocked my account but only after I filed a complaint with the SEC. All my funds were invested in the Money Market Account which falls under the regulation of the Securities Exchange Commission. The SEC doesn't look kindly on involuntary redemption of shares. All I know is that it worked for me. Also I wouldn't blame the CSRs they are not responsible for the Paypal's bad customer service policies.

How doyou file a complaint with the SEC? I have 7,260 MISSING!!!!!!!!!!!! (DISSAPEARED FROM MY BALANCE)

My girlfriend also has 5,000 FROZEN!

Why do people leave $7500.00 $6000.00 or even $5000.00 in a account that is not protected and expect to get it on a minutes notice. Even a CD takes time to get your money and then the charge you a service charge. Try getting your money from a 401K before you are of retirement age. Money you want to use should be kept in a local checking account, at your local bank. Personaly I like PayPal. Would you rather they release your money to someone that has
stolen your Debit card or your account info.

It is time to all of you to start contacting your congressperson. Find out their email addy and send them the facts. Either PayPal will get their act together or go to jail.

Write to the Nebraska Attorney General. I received a letter from them today saying they forwarded a copy of my complaint to paypal and requested an answer in writing. Maybe with enough complaints they'll help clean this garbage up.

If anyone has money invested in the Paypal Money Market fund at the time of an account restriction or other problem you can file a complaint with the Securities Exchange Commission. The forms are available online at "www.sec.gov". You need to be specific in your complaint and also you should allow them to use your name and address otherwise you will not get any real response. If you have funds automatically invested in the Paypal Mutual fund then the funds are invested in shares in your name even if your account is restricted and Paypal is only a broker for your shares so they are subject to the same laws that all brokers are subject to regardless of what the TOS says. A TOS can not invalidate Federal Securities laws. It helps to read the Paypal prospectus on file with the SEC.

I guess you are not into the fast pace of selling electronics-pc,laptop,cameras,scanners,servers .
you can accumulate that much in a day ,since most are selling what they dont have on hand,they need to pay their drop shippers fast lest their customers get uneasy and file chargeback.
if you transfer paypal fund into your bank account,it can take 2-4 days.
some may not have a bank account.
some have bank account but they dont want anyone to know they are running a business.
(eg if one is on ss disability or ss retiirement,you dont want uncle sam to know you are making money)
or you dont want your ex spouse to know.

Also, from my research, if you start a withdrawal to your account today and they restrict that account tomorrow, your withdrawal comes back to the paypal account. Why?

if it takes 2-4 days,it depends on when they initiates the fund transfer and they must have way to stop the transfer in transit,may be some banker here can explain the ACH bank to bank protocol.

Stopwhinning if you email me I will send you a file on arbitration that shows what has happened to various people in different situations. You can join my group and the file is there to read. Many companies are now adding arbitration clauses to their user agreements. Just another way for evil corporations to keep themselves out of the hot water they boiled. Its total BS.

merrill lynch just settled with ny state attorney on a case i dont know the details but it should be in the news under merrill .
it has to do with the lack of chinese wall between the investment banking side and the stock analyst who provide research to brokerage side .
the analysts were recommending stocks of companies which give merrill investment bankers the business.
henry blodgett the internet star analyst asked someone in an email how he is supposed to analyse company XYZ? in that email,company XYZ was referred to as a piece of s--t!!
