I have always offered combined shipping with only one shipping fee per order. The shipping fee is the one highest shipping fee for their items. For years now when a buyer (or I) have combined their order in post sale, it has always been correct- gathering all of their items and charging the one highest shipping amount.
About 3 months ago I noticed that it was not charging the one highest shipping fee, but was charging one of the lower item fees. If the items have the same shipping fees, then it is fine; but when they are different (ex. $4.00, $4.60 & $6.00) it has been charging the $4.00 fee. I have to manually go in to post sale, double-check each of the shipping fees and then enter the highest amount.
I also noticed on the 'shipping options' page Vendio says about combining items for shipping:
"The shipping cost for the item with the most expensive shipping is never discounted."
Has something changed? I checked on my shipping options and I still show combined items at $0 markup.

Unfortunately, I just looked at what closed auctions I could combine that had different shipping amounts, and the only two combinable orders both have all the same shipping amount for each item.
Hopefully in the next day or two there should be combinable auctions with different shipping amounts. I will attempt to combine them and if I see that they are not entering the highest shipping charge I will cancel the combining process and let you know what item numbers they are so that you might see what is up.

OK, I have two auctions that need to be combined that have different shipping amounts. I just tried to combine them in postsale and it is showing the lowest shipping amount not the highest. These two auction numbers are:
#230155137413
#230155791959
Of course I can open each auction, check the shipping and then edit it to be correct before I combine them; however when the customer does it they pay what is there- the lowest amount. For years it has always combined items at the one highest shipping amount until just a few months ago. Please try to combine these two auctions and see if you can figure out whats up.

This customer paid for this order this morning and I really need to combine it in postsale and ship it by Wednesday morning.
Any chance you guys can go in and check out why when combing it it produces the lowest shipping amount instead of the highest? Otherwise by Wed morning I am going to have to go ahead and manually edit/combine it to ship and will have to wait for another multi-shipping-charge order to come in to have you look at it.

Sorry that we missed you yesterday. Am I correct in assuming that when these listings originally were combined the shipping was $4.00? Are you automatically combining your listings, or manually combining them? If you are manually combining them, are you selecting the option "Use individual items shipping and handling settings" or "Use the following shipping and handling settings for the entire order"?

Yes, when I tried to manually combine this order, the shipping showed as $4.00 (the lowest amount of the two items). I knew the shipping was higher for the one item, so I opened the auction page, checked on the shipping and edited the combined purchase shipping to show the higher shipping ($6.00).
This happens when the customer goes through the check-out (and then they end up paying the incorrect, lower shipping amount) and also when I manually combine items. I am not sure what you mean by 'automatically combining your listings', but as mentioned above either the customer or I manually combine them.
When I manually combine them, I always check off 'Use the following shipping and handling settings for the entire order' as I have for years. It is only in the last few months that the shipping options that are showing have been the one lowest shipping charges for any of the items (instead of the one highest). When I say options, I only mean that I have 3 choices based on their location: US, Canada, & All other International shipping. So, a customer may purchase 3 items with these shipping charges: $4.00, $4.60 & $6.00. What should appear when they are combined is a US shipping charge of $6.00 for the entire order. Right now, it will erroniously bring up the $4.00 charge.
