If I am not currently using any portion of checkout or Post Sale Management am i correct in assuming that i do not need to fill out any portion of the listing form below "Checkout and Post Sale Management". I ask because i just realized that eventhough i have been filling in the shipping charges portion I have elected not to use AW checkout so therefore I'm just wasting time putting in in there, right?

That is correct. Just leave those boxes unchecked and blank unless you plan on using our post sale tools.
Or, you could use them, if you have the option to display your payment and shipping options in your listings, just to tell them what your options are. Otherwise, you can leave them blank and manually include this information in your item description.
You can turn those two options on, to display your shipping and payment options via the My Account tab, under the Global Preferences link found within.
