I recently sent a well packed item to Canada and it arrived broken. It was fully insured. My question now is who starts the insurance process and how is it done??

you could check with the post office on this for international but I dont think it works any different then for US.
Email your buyer tell them not to toss out the packageing box the item was shipped in or the broken item.
If the insurance claim is less then $50 make a copy of your insurance receipt then send the orginal to the buyer they can take the whole mess to the PO there for and get cash right there no question asked.
If the insurance was more then $50 you have to go to your PO and get the claim papers fill them out add the other required paper work and send it all on to the buyer to make out there part then they can bring all to there PO and wait till the claim is settled to get there insurance refund.
Either way the person who received the damage must make the claim dont have them send the ITem back to you as this will usually void the insurance.
