Could one of you who is a buyer please tell me if the eBay EOA notices are going out to the high bidder?...in an auction where the reserve is not met.

.As a seller I used to see the CC indicating that the high bidder did get a EOA notice at the same time I did as the seller. Now it's gone. This is only involving auctions where reserve price was not met.

If the reserve is not met, eBay does not consider the auction successful. The high bidder and the seller are under no obligation to complete the transaction.
