I know I'm being dense but does anyone know how to contact the 2nd highest bidder after an auction has ended. I just had someone back out and would like to offer it to 2nd highest bidder but I can't find out how on ebay. Also can a bidder neg you after you file a NPB alert?

Never mind on the first question -- I'm an idiot! But I would still like to know about if a dead beat can neg you after the NPB.

Bring up your auction and click on Bid History. Click on the underbidder's userid, fill out the form; your message will go through the email forwarding system. Since the "note" from eBay will be at the bottom of the email, you might want to include this quote in the message:

"Notes: Selling to the underbidder in a Non-Paying Bidder situation is still permitted. However, this transaction is not covered by services such as insurance or Feedback."
