If the frame has a glass inset and makes the pic recess in, here's what we do:
Fill the recess with popcorn.
Wrap the entire thing in bubblewrap.
Put in a snug inner box.
Wrap the inner box with bubblewrap.
Get an outer box that gives you at least 1" all the way around (2" is better to protect the glass if the box is dropped, but 1" may work if your inner box is strong and well padded).
Put a 1" layer of popcorn at the bottom.
Slide the pic in and fill the remaining sides with popcorn. Stuff the popcorn in nice and tightly so there's little room for anything to move around within the box.
Tape for stability, i.e. make sure you have tape going around the entire box in the center and towards both ends on the long side.
Our rule of thumb: we pack as if our packages are going to be handled by adolescent gorillas on methadrine!

reston_ray, we get most of ours from furniture stores then cut them to fit. Often they don't need cutting as furniture stores sell mirrors, prints, etc.
