***Non-Paying Bidder Program Enhancements***

Within the next couple of weeks, we will be making some enhancements to our online Non-Paying Bidder (NPB) Program based upon requests from our Community. These changes will tighten the NPB policy and improve the ease of use of this program.

Tightened NPB Policy:

Under the tightened policy, non-paying bidders with three unique warnings (rather than the previous four unique warnings) will be indefinitely suspended. We hope this change will reduce the number of NPBs.

Ease of use:

We will add the following enhancements to the NPB Program to improve ease of use:

1. Sellers will now have the option to easily add NPBs to the Blocked Bidder list after they have completed the on-line final value fee credit request. Sellers will still have the option to add or edit any users to the Blocked Bidder List directly.

2. A sub navigation Bar will be added to each NPB related page to guide members through the program.

3. Finally, sellers can obtain final value fee credit without a 10-day waiting period if the NPB is no longer registered on eBay.

Over the next few months we will continue to improve our online Final Value Fee Credit/Non-Paying Bidder Program. We hope that these improvements make trading on eBay safer and easier.

I see a LITTLE improvement in this new policy.

Not having the ten day wait for bidders how are NARUed only makes sense.

3 strikes and your out, instead of 3 strikes and you can come back in a month and screw up ANOTHER 100 auctions.

Well placed links to make it less difficult to jump the hoops.

Now all they have to do is keep them from being able to leav feedack after an FVF has been filed

I don't know that locking a buyer out of leaving feedback if a FVF has been filed is the "right thing to do". A Scamming seller could use it as a device to keep from having a bunch of negs from piling up. Just file the FVF as fast as the money comes in, and by the time people catch on, you've ripped a BUNCH of people.

Maybe killing the feedback once the buyer has been NARUed would be a much better approach.

As usual ebay takes months to do something that was obvious from the get-go.

I think the three strikes plan is great. Getting rid of the waiting period for NARU refunds was a long time coming.

I don't think this will get rid of deadbeats, but it will shorten their stay.

I wonder if it will be retroactive?

Also, not allowing the feedbacks after the final fee request IS a good idea.

After all, sellers who abuse the system will be booted, because filing false FVF is considered a form of harrassment.

All that has to happen is for the bidders to PROVE they paid, and the seller is in trouble.

I do think the feedback should be locked(both ways) after a FVC has been filed!
So many times I have seen a FVC get filed & next day there is a neg on it.

1. FVC gets filed= LOCK feedback & put a note on the buyers feedback(NOT a neg just a note)
Buyers says it's paid... ebay sends an email to the seller saying this.
Buyer & seller can work it out!(most sellers would just ask for proof).
Seller reverses FVC & Feedback gets unlocked.

2. FVC gets filed= LOCK feedback
Buyers says it's paid & seller ignores it... Buyer proves it was paid... eBay puts a note in the sellers feedback "OR" unlocks the feedback for the buyer ONLY.

3. FVC gets filed= LOCK feedback
Buyer can't prove they paid within 30 days...
Feedback gets unlocked for the seller.

I know eBay would NEVER do such a thing cause that would be more work for them and the sellers would file more NPBA's.
The whole point of the NPBA & FVC is to make it harder for the seller to ask for the credit & if they do it would leave them open to the NEG. eBay knows that & plays on it VERY well!

It's either change the policy for NPB or get rid of NRU names on the site which would lessen the audience on ebay to the shareholders. Less people = less money for ebay. They should also clean up the names of users that haven't signed on for 1 year or so. There's no shortage of them on the site.

What about the buyers who really have sent payment. They are not only out their money, but cannot leave feedback. Unfair.

All that has to happen is for the bidders to PROVE they paid, and the seller is in trouble.

No way would ebay do this. It would take an army to handle the amount of complaints they would get.

The 3 strikes your out policy is great I can't tell you the number of times I file NPB leave neg and bidder comes back to neg me 30 days later for leaving a neg.
At least Ebay listens if you yell loud enough and long enough.
