I - living in Europe - bought two books from a seller in the States recently. It had taken the the seller two weeks to quote me the shipping fee. It's been over a week since I paid them through PayPal. I have asked them several times to confirm receiving my payment and shipping the items. No reply! What do you think I should do?
If it has been over 10 days since your last email, then you can file a claim with Paypal to get your money back. Ebay also has a fraud reporting form, you should fill that out. If NO contact happens after that, you will only be left with a negative feedback on their profile.

What's the seller's feedback like? If it's good, perhaps he shipped your books, then had to go out of town or something and doesn't have e-mail access?
Also, people in parts of Texas and Louisiana have had trouble due to floods recently, so if your seller is from either of those states, that might be a possibility as well. Stuff happens sometimes ... computers tearing up, illness, e-mail problems, etc.
As long as your seller has a good history, I'd say that a week is too soon to start any serious worrying. Give it another week or so, in case the seller is having problems.
If the dollar amount is significant enough, it might be worth requesting the seller's contact information from eBay, and trying to call them on the phone.
Some of the tips in the link below may not be applicable since two different countries are involved, but if you're not able to work things out, the majority of the information should be helpful.
