Outlook and Outlook Express provides this feature. It is good if a buyer is ignoring, but they obviously read your mail because you got a "Read receipt" auto reply.
Some of the notices are funny. It says something to effect of, Your message has been delivered, but in no ways means that reader comprehends or understands the message! Hilarious...
How CertifiedMail Works

CertifiedMail allows a sender to securely e-mail a message or document, track the message and receive a confirmation of delivery to the recipient. Here is how it works:
A CertifiedMail customer registers with a unique name and password linked to their email address.
When this customer wants to send an email message with certified delivery, they log in to CertifiedMail with their unique ID and password.
They type the recipient's e-mail address, subject and message, and attach any document to be delivered.
CertifiedMail stores the message on our server with a unique tracking number. It then sends an e-mail notification to the recipient to access the mailbox. The notification includes a URL based on the tracking number.
The recipient clicks on the URL which takes them to the mailbox center on the CertifiedMail site.
The recipient then opens the mailbox and views the message(s) to be read.
CertifiedMail records and e-mails a receipt to the sender that their message has been received and opened by the recipient. This completes the certified delivery with return receipt!
