I have been waiting over three months for my Paypal payment to be reversed after getting ripped off. Today I looked at my account at Paypal it looks as if the seller has just "canceled" the reverse. Can a seller do this? Has this happened to anyone else? How incredibly frustrating!

The only cancel feature that I know of is where you can cancel an unclaimed payment.
I would interpret this to mean that they completed their investigation and decided to side with the seller and cancel your refund. Didn't they send you an email letting you know?
