I had an auction and offered free shipping if they paid within 48 hours by paypal (I needed the money for an upcoming auction.) It was clearly stated that if you paid later you paid the shipping. I had a buyer pay 10 days after auction and didn't include shipping. I emailed them twice and asked for the rest of the payment, (they paid by paypal.) But they won't respond... it has been several days. I don't know what to do... should I refund the money and just relist? Or keep emailing them.

if they keep ignoring your email for more money,either they are away or they just dont want to pay.
so why not email them and ask what is their shipping preference ,as you intended to ship them by method abc if they pay within 48 hours and now they paid in ten days,you would like to know their prefernce for shipper.
this should get their attention as you would not be shipping any time soon until you hear from them.
this would prove if nothing else,they are still alive and kicking ,not 6 feet under.

i am in the same situation. they buyer paid most but still owes on shipping. i have sent several emails with no response. i'm nervous about relisting because he might come through with the rest of the payment. i suggest getting ebay involved. let them contact the buyer. Hmm. i think i'll do that now...

Ship it for free in about a week but keep trying to get the shipping cost by sending them emails. Be nice. It is important to keep your customers happy and it sounds like you will still be making some money. In the past I have had buyers pony up after I shipped.

I say: Don't ship till paid properly.
If someone didn't read or understand the listing in the first place, reprint it and send it to them. (The fact that they may have been new to Paypal is really irrelevant. I mean, how hard is that web site to use?)
First, check on their eBay activity and see if they are actively bidding on something now. That's your first clue to their "existence."
Next, do you think you might get more business from this individual in the future? What does his/her feedback indicate?
Then, send an e-mail to SafeHarbor and flag it as "partial payment." See if you can have a copy of their response sent to the winner.

I wouldn't ship until the item is paid in full and if you promised free shipping if paid within a certain amount of time, I would stick to my terms.....but if they paid this late then I would send them a "request money" thru paypal to their paypal address and explain that when "xx" amount is paid for the shipping, you will notify them of their shipping day. I noticed some said to go ahead and ship, but if sellers don't stick to their terms within the auction, what is the sense of even having terms posted?

I appreciate everyone's feedback on this. I am not going to ship it for FREE, actually I didn't make a dime on this one but that is my fault for not putting a reserve. I dont' think that shipping it for free would really be fair to the other people who paid shipping. Especially since the customer can't even be polite enough to email me back. I am going to do what someone here suggested and send a payment request and if that doesn't work then I will refund their money and relist the item. They have over 150 positive feedback and 2 negatives for little contact and non-payment.
Oh well, you try and do something nice and you get bit in the behind.
As for people having a hard time setting up with paypal... yeah maybe for high priced items but this was just a $60 item... no biggie.
The customer didn't help me by paying on time so I don't see why I should give them free shipping.
I guess, once again, I learned the hard way and I won't do free shipping again. What a pain.
