Send Money Requirement Update
Notice Date: November 29, 2001
Effective Date: December 13, 2001
To increase the security of the PayPal system,
effective 12/13/2001, members will be required
to have a credit card or confirmed bank account
with PayPal before they can send any payments,
even if they have funds in their PayPal account.

i think before if you want to send money from your bank account to your paypal account,you need to verify your bank account with paypal.
