There's a free ten day trial, after which you just have to pay a reasonable $12 licensing fee. Note that it only works for IE, not Netscape. Worth it's weight in gold for stopping those annoying pop-ups that some sites have (not that I would name any names...).

They probably put a script in your temporary internet folder. Go into C:/windows, find that folder and delete anything from doubleclick. If that doesn't work, they might have planted something in your registry, but I would hope that's not the case.
I'm not surpised they drop cookies into your folder--that's almost a given, but a startup popup is wacky.
