Int'l buyer purchased item from and paid for USPS Air Mail. Claims item was never received and filed an eBay FRAUD complaint on me. I state in my auctions that "Without Global Express Mail (EMS), we can not process any claim in the event of loss or damage." Who knows if the package ever arrived. I just know that I shipped it.

Definitely not worth getting suspended over, but my terms are clear.

can you produce the post office receipt that a package was shipped to that country around the time auction ended and payment received?
and the weight of the package is in line with the item purchased.

stopwhining - I truely understand the "needle in a haystack" phrase now. Anyway, I found the receipt and created a duplicate package. Weight was 10 ounces which is $3.10 to Canada from USA. That is what the receipt says.

What do you think will happen now?

you should produce this receipt and told him you have shipped the item and asked him to go to his post office, neighbors etc to trace the package.in usa ,non delivered packages ended up in san francisco post office and you can file a report and ask them to see if they can find it,if there is a service like that in canada,he should do the same.
he can also file ebay insurance, but there is a deductible and a max of how much he can get.
or if you can a second copy ,you can sell it to him at cost plus shipping.
there is really not much he can do to you except a NEG.
from my 6 years of selling, packages seledom get lost,i was recently scammed of a second copy of a 45 dollars book on amzn when the buyer claimed after 7 days he did not get it,as it was around zmas ,i shipped him a second copy and asked him to return one if he gets two copies.
well, where is the extra copy now??

I POST A LOT OF ARTICLES FROM AUSTRALIA. ORDINARY AIRMAIL POST DOES NOT HAVE A RECEIPT. BUT WHAT WE HAVE DONE IS TO MAKE UP A RECEIPT AND TAKE TO THE POSTOFFICE WHEN WE POST THE ARTICLE. ALL THE DETAILS OF THE PARCEL ARE WRITTEN ON THE RECEIPT.WE THEN ASK THE POSTAL STAFF TO STAMP THE RECEIPT WITH THE POSTAL STAMP THAT HAS THE CORRECT DATE AND ASK THEM TO INITIAL OR SIGN IT. THIS IS PROOF OF POSTING. OR INSURE IT THAT IS ALSO PROOF.

WE HAVE GOT TO A STAGE WHERE WE NOW AUTOMATICALLY INSURE ALMOST EVERY PARCEL. IT IS NOT THAT EXPENSIVE.

in usa, usps is fighting some claims which said they mailed the HOPE DIAMOND when in fact they shipped a box of rocks,so asking our postal clerks to stamp and sign a receipt listing the content may not work, their employer would not let them sign any paper .
intl insurance is not that expensive though, seller can include this as handling cost.
there are 2 kinds of intl buyers, one is american expatriate and comfortable spending greenback, the other is local buyers who find that mighty greenback kind of pricey.
