Have any ever seen this before, the bidder on this item does not have any feedback listed by his name. Its weird because there should be at least some number or private beside his ID.

That is odd. One nice thing about ebay is that users can see when other users joined ebay and their country by merely clicking on the feedback bracket. I hope this is only a glitch or rarity and not a new system of some kind.

If you check the user ID history they changed their name on Aug 01. I have never seen this before either.

Very strange.
If you go to See the Feedback Profile of an eBay User and enter the users name you can look at his feedback. The user is from the US and has 3 positives feedbacks this week.
This is an official eBay bug sighting.

eBay must be having a problem because what I listed on Wednesday I just received the listing confirmation this afternoon. It only took 4 days. I guess better late than never.....

eBay employees don't have feedback ratings next to their names - just do a search of "Test Auction", and you will see some of their UserID's - no feedback next to their name.

I just went and read eBay's TOS for their employees.
eBay Company employees are to conduct personal use of the eBay Company websites only outside of their normal working hours.
Now answering your post with the eBay's email address is that in violation of eBay's rules and did he do it on eBay's time. Just checking.
I know all you wanted to know is why there is no feedback rating for him and that is a legimate question because feedback makes a difference and if there is nothing behind his name than the question becomes should I cancel his bid. I think you were right in coming in here and discussing it. I didn't know that you could find out the feedback of any seller by going to the feedback profile. Thanks for the tip.

eBay runs test auctions to make sure that all their systems are running properly, to test new features, code, etc.
Other sellers run test auctions to test new layouts, listing tools, software, after-auction tools, etc.
Plus there is a high demand for "test". It is really rare and worth a lot of money. Here is the proof:

Okay now explain that to me. All he must to is test auctions. Same person leaves feedback if you notice and they have a 0 feedback. Am I that dense?
