There are no markings on it. But he sure is cute. If you need more pictures I have them.
He has a indentation for something by his feet. He has hanging from his back by his cane a open box that just might fit a package of cigarettes and his pants are loose on his belly and there is a small pouch in there. Now keep it clean.

I think it's a personal organizer of somekind. Cigarette pack, keys & loose change.
While looking for a similar item on ebay I found a seller that really had a lot of creativity in developing an auction title for his own ceramic drunk item.

tooltimes-now when I look at him I think you are right. Makes sense. He doesn't really have a drunk look on him, he just seems happy. Maybe just 1 to many before leaving the bar. Thanks a lot

this may be a smoking caddy for a bar...holds cigarettes, wooden matches...the tray could hold a pipe. JMHO
I would like to bid on it for my sisters collection....

Without knowing the dimensions, etc., and without ruling out the possibility of its being a 'smoking caddy', I would guess that it is a man's 'valet'....usually kept on a dresser or nightstand for wallet, loose change, watch, etc.
Have had several - usually animals with upright tails for ringholders.
And I too would vote for the 'hobo' rather than drunk.
