On a few occasions I've had the winning bidder not come through and I offered it to the next highest bidder (through eBay) for their bid price. They all replied with "I'm not able to pay that amount", that they placed a high proxy bid on the item because the other bidder had a low feedback rating. It makes me furious that these people proxy bid an item that they, evidently, have no intention of paying. I think there should be some way for me to give negative feedback to that bidder. In one case I blocked the bidder from bidding on any of my auctions. Sure I can relist an item, but I've lost days dicking around with both of these losers.

You would get a lot of negs back then I am sure. I've sometimes been the second bidder, and it has come back to me - sometimes I accept, sometimes I don't, but a second place bidder has no obligation to purchase an item if your top bidder backs out.

ahc3 is correct in saying that the 2nd place bidder has no obligation to buy.
Most times it is a week or so later, maybe even longer that the next bidder gets contacted. By then they may have already purchased the item from someone else or your item just isn't that attractive to them anymore.
I would never block them from bidding again. They liked my auctions enough to bid the first time and I would hope they would check them out again.
