[1]paypal unconfirmed bidders...i have had several of these...i understand the ramifications of accepting the payment thru paypal...i have emailed each of the biddrs and required them to confirm the address as being correct relative to their card...or give me the reason for a different address...having received an answer every time..MY QUESTION IS: have i covered myself as to having a chargeback later on...if anyone is willing to advise me how to handle this situation, i would appreciate the input...[2]i accepted a winning bid from taiwan on an item...he emailed me that he paid thru paypal on dec2...as of this time, i have heard nothing....HOW LONG DOES IT TAKE ON INTL TRANSACTIONS? and a friend of mine in germany, told me that there could be problems with paypal international transactions...can anyone "shed some light" on this for me...[3] billpoint deposited funds in 2 days this week...paypal takes four....is this 4 day time-frame normal?\\

The first thing I would do was ask your bidders to check their PayPal account and see if they really sent it to you or if it is still sitting in their account. They might have thought they did but maybe they made a tiny mistake. Did they use the logo in your auction or did they just enter your email.
This is what is says about unconfirmed addresses....Buyer has provided an Unconfirmed Address. If you are shipping items to buyer please keep in mind that you will not be covered by the PayPal Seller Protection Policy....

At this time, PayPal does not provide buyer protection to international (outside USA) transactions. If they have a problem, PayPal will not help them at all.

If they paid with their credit card through PayPal, they may still have recourse through the credit card company, though.

Hi, a few comments.

(1) No, you are not covered. From Paypal's point of view, if the address is unconfirmed, you are not protected, period. They do not care what correspondence you may or may not have had with the buyer. Personally, I have shipped over a hundred auctions to unconfirmed addresses and not gotten burned, but you takes your chances; I will likely get burned sooner or later. Caveat Auctioneer. Of course, as someone pointed out, international buyers don't have the same leverage.

(2) I hear about my international payments almost immediately. Even if they are paying with an e-check or something, I at least get an email. This includes the far east (I just got several payments from Japan). I would email the buyer and simply state that you haven't gotten the money; it's his or her responsibility to chase that down.

(3) Generally Paypal seems to take me 3-4 business days. YMMV.

(4) Someone mentioned that if an international bidder pays with a credit card through paypal that they may have recourse through the credit card company. I don't think this is the case. As I recall, as far as the credit card companies are concerned, you're paying PAYPAL as the vendor, not the seller. Consequently, they won't do a chargeback if you don't get your item. I am not a banking expert, however.

Anyone that has paid via CC has recourse thru their bank as far as chargebacks go.

Paypal will not eat this charge, they will pass this along to the seller, same for billpoint.

For international sales I find bidpay to be good. No chargebacks to worry about.

You will have to decide what kind of loss you are willing to risk.

i agree with Trai,anyone who uses a credit card can file chargeback.
note intl chargeback can take over 2 months to come to paypal and then to you the seller,it can be as long as one year if the cc issuer is a foreign bank.
bidpay is the better alternative if your buyer does not mind paying the fee.
