I had someone win my auction for 50 cones for cotton candy machines using buy-it-now then immediately email me to say the $3 shipping was too high. I emailed back that I could always squash them into an envelope and stick a few stamps on but I didn't think that would make him happy. Then I discovered that this guy is a seller. Not only that, his lowest shipping is $6. I decided to ignore the idiot. Today I find that he gave me a neg and says "bad didn't pay." But HE is the buyer. He gave himself a neg on my account! Why can't ebay give the ability to remove these stupid negs?

Looks like he gave you a neg, wants to make it look like you where the buyer, sheeesh!
It seems like some of the worst buyers are sellers themselves. You are right about one thing, ebay should remove it, but they will not.
Just file on this clown and hope they get theirs in the end.

Maybe he forgot to retract his bid like he has done 7 times in the last month and 12 times in the last 6 months.

On that auction you have $3 for parcel post. Anyone that would complain about that must be retarded besides a moron. I looked it up and the minimum would be $3.75 If it is more than a pound then it would be even higher.
He must be like one that my brother got once. He wouldn't pay because he won the auction for $1 then when he was told that the shipping would be $5(actual cost with no handling) he went nuts and said that it was a rip off because the shipping was more than the item.

Flatten those suckers down and cram them into a used pizza box and send it to him gratis. Don't forget to enclose a couple pregnant ants. Then neg him good.
The light at the end of the tunnel will turn out to be an oncoming train.

I thought I had a problem too (also from a seller) who complained about shipping - My shipping quote was the EXACT shipping charges for a ten pound item, I did not add an extra cent for handling, etc. He sent me a pissy email saying that I was trying to rip him off, and that if I did not rethink my shipping charges he would contact ebay. After calmly responding that the price quoted was indeed the actual shipping cost of the item and showing him a link to the USPS site that it was true, he calmed down and paid...

In monetary terms, this schmuck earned himself a $3.00 negative. When you break it down into dollar figures, it probably isn't worth the gripe!
