It is the same label as the Priority Label but with the Priority Part cut off. When you go to the post office and when they put your 1st class package on the scale they enter 1st class then they scan the eDC label and it comes up 13 cents. If by chance you go to a substation and they don't have an automatic label scanner then just have the postal clerk add 13 cents to your final postage value.

I use the USPS Shipping Assistant 2.2 program that is a free download from the USPS. It's easy to use, and lets me choose from any class of mail...

When my PO scans the E/DC - it pulls up $0.00 for Priority and $.13 for First Class - I don't know if that is embedded in the bar coding or not, but I'd definitely recommend getting the Shipping Assistant software.
It works very nicely and its great for repeat customers, because it keeps an address book for you.

Another reason to use Shipping Assistant is that it's all right there for you to use.
You can track or confirm a package without firing up a browser. You can do address standardization, zip code or city lookups. You can calculate domestic or international postage. You can even generate merchandise return labels, which would be really handy for some eBay sellers. And of course you can generate shipping labels with eDC or eSC.
