My auction ended on December 19. Before I sent any shipping charges to the buyer, they paypaled me the purchase price plus $8 for shipping to a confirmed address (they pulled the amount out of the air). The $8 was $6.05 short of the actual shipping. I emailed them twice saying they would have to pay the full amount before I would ship. Finally on January 6, they emailed and explained they had been gone. They paypaled me the $6.05 with it being sent to an unconfirmed address this time. This happens to me a lot with no problems (no one home to secure the package, etc., so out I send it. Today I get this message from PayPal:

Dear xxxxx xxxxx,

We regret to inform you that you received funds from an account with reports of
fraudulent bank account use.

In accordance with PayPal's Seller Protection Policy, the following transaction
involving unauthorized funds has been reversed:

Transaction ID: XXXXXXXXXXXXXXXX
Transaction Date: 01/06/2003
Transaction Amount: $6.05
Buyer's Email: xxxxxxxxxxxxxx
Buyer's Name: xxxxxx xxxx

The transaction was reversed because you were not covered by PayPal's Seller
Protection Policy. Please note that this withholding is in accordance with our
User Agreement, Section VII, Paragraph 3.

In the future, you can protect yourself against fraudulent buyers by following the

This seems strange to me. The original paypal amount of $80.00 was not mentioned, only the second one of $8.05. The chargeback is for the second amount only. Needless to say, I have changed the actual amounts for fear they will take the $80.00 out, too. I don't see how she could claim "fraudulent bank account use" just because she was disgruntled about making up the difference on shipping. Any theories on this?

all she has to say is she didn't receive the item....since you shipped to an "unconfirmed" address, Paypal insurance doesn't cover you.....maybe she thought the shipping was a little high....maybe the other shoe will drop today...

Always, always, always - Delivery Confirmation. If you print your label off the USPS web site and use Priority Mail, it's FREE! Even with regular mail it's cheap!!! I never used to use it until I started to read these message boards more closely. Paypal accepts the DC as proof your customer received their item. Just passing along some great advice given by other AW members.

If you ship to an unconfirmed address, proof of delivery does not protect you.

Paypal took the money from the unconfirmed address not the confirmed address he shipped to.

I am still trying to sort this all out. I DID use the free Delivery Confirmation on the USPS site. I need to check that site and see if it was delivered. If she was contesting that it was delivered, she would have had PayPal withdraw the full amount from my account. She must think that the shipping was excessive. It was ACTUAL COST. I packed and weighed it before I took it to the post office. But the PayPal email said I had received funds from an account with reports of fraudulent use. The funds were good until I received the second payment?

I checked the USPS site and the package was delivered to her town on January 14. I sent it Priority on January 6, right after I received the rest of the shipping fee by PayPal. I don't know why it took 8 days to get to Pennsylvania from Iowa, but it did. So she received the package on the 14th and I get the notice from PayPal the next day saying the account she used was having fraudulent use and they took out the second payment for the shipping. Hmmmm?

Kasue, it sounds like they may have acquired the funds to pay you second amount fraudulently, Paypal discovered it, and reversed it. The line that clued me in was the first in the email where they say "reports of fraudulent bank account use".

List in your TOS (as I do) that you only
ship to a confirmed address for online
payment (PayPal, c2it, BidPay, etc.)

heres what could have happend...the buyer probably has a two or more bank accounts/credit cards listed with Pay Pal. one of those accounts has probably been closed and they accidently payed you with that account...since the account is closed...it will come back as a fraudulent account/transaction..this has happend to me a few times...all buyers ended up repaying me with no problems.

Have you considered pulling their contact info and giving them a phone call and asking them directly about what happened? They may have a logical explanation and offer to send you a money order. If not, you'll know for sure. You may want to credit the shipping first and consider the $6.00 as part of the purchase price. This may allow you to file a npb on the $6.00.


The light at the end of the tunnel will turn out to be an oncoming train.
