I just received this email. This was the first I heard of this. I was never asked to provide tracking. I dont get it...Its Feb now and this sale was back in Oct 7 2002.
I even sent to the confirmed address..where does paypal get off! And whats with the 10 dollar charge!?%$#%$#

where have you been??
to qualify for seller protection under 200 dollars,you must ship to confirmed addr with online trackable confirmation.
i know many of us are not doing it-online dc.
chargeback usuaally takes months to come in,intl cc takes longer.
10 dollars is cheap,if you have your own merchant account,it is usually 25-35

I may not have had tracking but I had an email from the buyer saying they had recieved the item...

you lose!!
buyer email is not online trackable delivery confirmation,play by the rule and you are protected.

if us customs said you must show your valid passport to re-enter the country and you decide your master charge card is good enough,who do you think is going to lose??

oaky,who is your processor and what else are you paying??

Echo-inc.com. I pay the normal fees. 1.59% for POS. 2.29% for internet. I even got them to waive the $75 reprogramming fee when I signed up.

Have been with them for 5 or so years. They are great.

Welcome to the wonderful world of internet fraud. Sounds like your buyer has found a fun way of getting free goodies!
Paypal will not help you in any shape or form.

Paypal is a great service, however never use it for anything you can not afford to lose.
Paypal has no way of knowing if you did sent the item as emails count for nothing.
Count yourself lucky that it was only $8.00 and not more.

You could try to contact the "buyer" in case they forgot what it was they bought.
Anything over $20.00 bucks there will be tracking or D.C. as I will not give the buyer a choice in this matter.

This is why I will only take bidpay or postal money orders over xx # of dollars.
The low end I take a chance, but it is a gamble.

on that echo website there is a 19.95 a month fee,do you pay that if you have just one transaction that month??

I don't pay it at all. I don't use the merchant america system. I still use my own software.

Merchant America used to be optional. I am not sure if it still is.

regarding the PayPal Seller Protection plan.
According to their site, within the last
5 minutes, the conditions are:

"The seller can provide reasonable proof-of-shipment which can be tracked online. This documentation must show that you shipped to the Confirmed Address. (Most U.S. carrier companies offer this service, including the U.S. Postal Service.) For transactions $500 or more in value that are initiated between November 15, 2001 and April 19, 2002, and for transactions $250 or more in value that are initiated on or after April 19, 2002, the seller also needs to provide an online proof-of-receipt in the form of a signature from the recipient. Because comparable proof-of-shipment is not currently available for electronically-delivered items, we are currently unable to offer Seller Protection for digital goods and other electronically-delivered items."

$200 as you claim). You damn near gave me a
heart attack! I was going to have to change
all my auctions to add the charge for delivery
confirmation and then fill out that damn slip
for each ended auction! I'm SOOOOOO glad you
were wrong. :^)

ZATHRAS: ye be NOT reading it correctly--you MUST provide DC (or other ONLINR TRACKABLE PROOF OF DELIVERY) for items <$250 -- for >than $250, you must provide SIGNATURE CONFIRMATION!

If you want to be protected under the SELLERS PROTECTION PROGRAM, you HAVE to use EITHER DC or SC if shipping via USPS

okay,so the cutoff is 250 not 200,but if you ship usps,most people use dc as way of proving they have shipped any item under 250.
in this case,the author of the thread should know better,this requirement has been in place for a long time.

right on the $200 vs. $250 part, but I
only skimmed the rest of that and it
does say it is a "must" use. Damn!

I guess I should just cut the ties and
stop using PayPal totally. I mean it
is either that or pass on the DC cost
to all my customers, even if they pay
via another method (other than PayPal).
I can't just charge it to the PayPal
folks... I've never had a chargeback
but I've read the horror stories here.

Am I missing something but wasn't the original basis of the chargeback "use of unauthorized funds" and not non-delivery?

Yes, Endicia DOES cost $9.95 or 14.95/month -- but you quickly make that up in DISCOUNTED or FREE DC savings + the really nifty kewl wowser STEALTH MODE!

Nowadays, there is no longer any excuse for USPS shippers not to use DC -- ya can't beat FREE!!

How do you get delivery confirmation on first class mail for $.13 cents. Sorry, I am new to this and really ignorant - took me two minutes to figure out what dc meant.

audrey: if you only ship PRIORITY mail, check out the PO's label printing -- FREE & each label includes FREE DC!! Here:

If you ship all classes of mail, then check out the USPS SHIPPING ASSISTANT PROGRAM (also free, but requires a JAVA proggie) or use a far more complete & wonderful commercial program from www.endicia.com-- just say "Ralphie (500917) sent me!"

BTW: For FIRST, it must either be a BOX, or in an envelope at least 3/4" THICK in order to use DC!
