Hello. Does anyone here know if all payments via Paypal from Canadian bidders are considered "UNconfirmed"? Is there any way for them to become confirmed, or are all non-USA payments considered UNconfirmed no matter what?

I believe that ALL international addresses (including CA) are "unconfirmed!"

In relation to SELLERS PROTECTION POLICY, you must ship to a USA buyer in the USA:

yes you can be a canadian with a comfirmed address this is done when your credit card is verified

Are you confusing "verified" with "confirmed?"

There is a huge difference between "VERIFIED MEMBERS" and "CONFIRMED ADDRESSES!"

nope I am verfied and confirmed and live in Canada but you are right we are NOT COVERED by seller protection.t I ship from the states and Always with DC and insurance if its breakable or over 20 or the purchasers gives me that feeling like there maybe problems

Just to cut through to the nitty-gritty...

I believe the question probably concerns the SELLERS PROTECTION POLICY as it relates to shipping an item to anyplace other than the USA -- thus, it is important to remember that PayPal states clearly:

Ship to domestic (U.S.) buyers at U.S. addresses

We do not currently extend Seller Protection for payments and shipments to members outside of the U.S.

Hi again, and thanks everyone for the replies. I've never had such a quick response before here on Auctionwatch, so I appreciate the help. All of the Canadian bidders who ever paid me using Paypal were "UN" confirmed addresses, but I just wanted to be sure it wasn't a coincidence.

The thing is, I've gotten a payment from a Canadian for $430, and naturally, I'm a little jumpy that he has zero feedback. I'm grateful for his business, but want to ship his package with some kind of verification on his end that he received it. Anyone know about the cost of US Postal Insurance to Canada for $430 and what the cost would be if I can require his signature? Is it possible for the US Postal service to send a package to Canada insured AND requiring a signature? I realize that won't help in the case of Paypal, but it would help strengthen my case if this new buyer should claim non-receipt.

If under 4 pounds, I'd ship via INSURED REGISTERED AIRMAIL LETTER POST, RRR

REGISTERED adds $8.85 (more or less) to the postage -- remember to use PAPER TAPE only for sealing

why not ask him to use bidpay if this is an auction item he won??
if it is not an auction,you can list it as an auction and have him bidded on it ,then close the auction and send him a bidpay invoice.
but you will have to pay ebay fee.

Hi. To answer the last post's question, this buyer already paid me before I could even notify him. He made the purchase from one of my websites with a built-in Paypal shopping cart, but out of curiousity I looked up his ebay record and determined his 0 feedback status.

I've called my local Post Office now and they've given me various expensive options. But thank you to everyone who responded to my request for help.

I was just doing my packing for Paypal purchases and had one from a Confirmed address in Australia...

Sellers in canada do come under the paypal "protection program. Paypal did extend this for north american sellers.

This is from P.P. own site under the heading "sellers protection". Check it out if you live up north. I.E. note "canadian"

"The seller has a U.S. Verified Business or a U.S. Verified Premier Account or a Canadian International - Verified Business or Canadian International - Verified Premier Account. Note: While International sellers outside of Canada may have a status of International - Verified, they do not qualify for and are not protected by the Seller Protection Policy and therefore may be responsible for any reversals made due to fraudulent funds


The seller ships to the buyer's Confirmed Address.

Thank you! you are right we are covered here is what it says

If I am International-Verified, does it mean that I am now covered by the Seller Protection Policy?

At this time, only International-Verified Canadian Business and Premier accounts are eligible for PayPal's Seller Protection Policy.

If you mail with tracking or D.C. to the confirmed addy, your butt should be covered. Paypal damon has stated that D.C. will be taken as proof of shipping.
Just make sure your post office does the scan on their end and it will[you hope] be scanned at the buyers P.O. end.
Make sure you keep a copy of the D.C. numbers.

There are ways to get what you are looking for, check out the P.O. website or do what tomwiii said on shipping.

For an order that size[$$$] You can ask for P.O. international money order as that cost you nothing to cash at the P.O.

Best if you can verify the card holder via your bank if its a CC payment. Do not think P.P. lets you see the ## on the card. good luck.

I'm NOT talking about CANADIAN SELLERS!

I'm talking about CANADIAN BIDDERS! or ELBONIAN BIDDERS, for that matter!

If one wants to enjoy whatever slight protection PP provides under the SPP, USA sellers CAN ONLY SHIP TO USA ADDRESSES!

OTOH: do whatever ya like! When ya get bit in the butt, don't when PP says TS sucka, you shipped the item to CANADA!

This is where the postal mo. order comes in. That is the only true "protection" when you come right down to it.
I know its not for international bidders, just northern sellers. Paypal should get that worked out as it would make life so much easier.
