Does anyone know if an NPBA has to be filed before FVF if the seller and buyer mutually agree not to complete a transaction? If so, does it go against the buyer's record? I would rather not do something here that would hurt their eBay record.

When you fill out the NPBA it will ask you the reason for the alert. When you indicate that it is because both parties have agreed to not complete the sale it will automatically give you credit for your FVF. It does not count against the buyer's record. The buyer will, however, get an e-mail from eBay telling them that you have filed for a credit and in a polite way asking them to report you if the credit was fraudulently obtained.
