Hello. A long time ago, I think I saw some rule in ebay's safeharbor rules area that forbid a person to place a bid with the sole purpose of leaving a negative feedback, with no intention whatsoever of honoring the bid.
It usually comes into play when a former deadbeat who's been naru'd or whose bids have been blocked tries to retaliate against a seller. The usual tell-tale clue is when the bidder places instant negative feedback the minute an auction is over.

I can't recall exactly how ebay worded it, but has anyone heard of this ebay rule?

Any info would be great, especially if anyone knows the current ebay link for it.

Fluffy, you're a Wonder Cat! Thanks for the info. I hope I don't need it, but I do believe a storm is coming, courtesty of a deadbeat that's pretty upset right now.

It's a hard thing to prove but ebay does seem to record the IP address on most ebay functions/transactions so they may catch this guy that way if he is a sloppy hacker and uses the same computer to do the dirty deed.

auctionace: It's hard to believe but a lot of times the malcontent will register with phony information. That alone is enough to get the feedback removed.

Phony info? Really? You mean like using their middle name or something?

I just can't imagine anyone doing anything that underhanded! (What in heaven's name will they think up next?)

At what point does ebay assign a worker to spend time and money to check out the contact info? I think ebay may let a worker spend a minute or two comparing the IP addresses of the 2 accounts but if the contact info looks anything like a legit set of info they let it slide. If ebay had credit card verifications of both accounts they could compare them as well. That's probably how they catch most of the bad guys.

msincognito: If the purpose of a new ID is to burn someone with negative feedback, it really doesn't matter whether or not they use their real name. They'll be NARU'd again either way.

IP addresses are largely irrelevant. If you have a DSL line or cable modem, odds are you are assigned a dynamic IP anyway. It won't be the same over time.

And if you dial in, the IP won't be consistent from login to login.

That's right. The IP address works only sometimes to catch a wrong-doer. Unless the wrong-doer gets caught using a similar credit card he will not get caught by ebay. That's part of the reason why it is a bad idea to escalate any war between a seller and a buyer. The buyer holds all the cards and ebay is a pathetic sheriff.
