I found the top mark, the eagle, in Kovels' Book of Marks. The bottom sheild wasn't there.

The maker is Moritz Zdekauer. The book only shows the marks pre-WWII. The factory was nationalized after 1945. Interestingly, it's listed as a Czech factory and Bohemian before the war. But you have to consider how boundaries changed so it may, in fact, be Austrian now.
