It just so happens I have the problem with two different bidders at the same time.

On May 27 two bidders won two different auctions and paid via paypal immediately. One was a $10 item and the other a $20 item.

The problem is that one bidder didn't include any shipping (and this guy is in Canada) and the other included $5 when it will cost me at least $8 to ship it. I have a shipping calculator in my auctions, so they should have been able to figure out shipping on their own.

As soon as I received payment I wrote to both buyers and requested they paypal the additional amount for shipping. I never heard back from them. About a week later I emailed them again. No response. Two weeks after that I filed a NPB, hoping that would get a response out of them, but I still have not heard from either of them.

I hate to just refund their paypal payment, as they did win the item and it's not my fault if they want me to keep it (or don't want to pay to have it shipped). And the items are not fast sellers, so I am happy to have them sold. In my line I don't get repeat customers, so I am not real worried about keeping them happy (well I want them to be happy with the transaction, but I won't go too far out of my way to make that happen in this circumstance). I did email them again one time after the NPB alert and have not received any response.

So what would you do?

You should refund the paypal payments to each bidder. Sooner or later you will come up against the 30 day refund limit. Do the NPBs on the buyers so they get a black mark or strike.

I think this is the problem with automatic check out as the buyer doesn't add the postage. That is why I email my buyers personally and in the payment box I state "if you are going to pay instantly with PayPal don't forget the postage." I would refund their money and see if they contact you if not continue with the NPB. If they were high ticket items I might eat the postage but for that sum I wouldn't. Good Luck

you said they are slow moving items and you are glad you get rid of them.
i would keep the money and wait to hear from them,then tell them to cough up extra money for shipping.

You filed NPB's so you have basically told Ebay that they are non-payers. You had best refund their money. You could find your Paypal account closed because they have proof in your account and their own that they sent funds.

When you refund, just send a note that they didn't send adequate shipping amount and you are relisting the items.

CYA and relist and move on.

I have only filed the first half of the NPB, so I don't think I have done anything wrong there. I don't intend on filing for the FVF until I refund, if I do. I was just trying to get their attention. I believe ebay would see it is a partial payment, but I am not sure. And neither buyer is a newbie, they both have over 10 feedback with no negs.

Maybe I should write again and tell them I will have to charge a storing fee if they do not pay for shipping, it is there item all, so I am doing them a favor by storing it for them.

I have another guy who paid for an item over a year ago. It is an item that can't be shipped, it is far too heavy (it's a large old scale). He paid the first day ($50). Every 3 months or so he emails to say he is still trying to work out a way to pick the item up. He lives 2 states away. I really should be charging him a storage fee. It takes up a lot of room.

deltim: You make a good point with your story about the scale. You shouldn't have accepted a partial payment on that, because you see what happened.

I would:

1) return their partial payments
2) file for FVF
3) move on.

Unless you really want to be in the layaway business...

NPB has many options listed besides non payment.

They have options for: Partial payments, Refunds, Bidder not following a sellers terms...etc.

I personally would just refund the money, but if she doesn't, she has done nothing wrong in ebay's eyes..she got a partial payment.

Paypal on the other will give them their money back if you don't ship them their products.

This is actually not un-common. I would refund the paypal payment and then send them a paypal invoice for correct amount. Works for me every time.

I do believe that in order to be covered by PayPal's seller protection you have to ship within 7 days of reciept of payment?

I would also do as ewora advised.

I've had this happen too and did what ewora said...Refund the PayPal payment and send an e-mail to the buyer with an explanation. Apparently, you've received no responses to your e-mails so far, so, file appropriate eBay notices and carry on. Good luck!

Consider one possibility - your emails might not be getting through. This is becoming an increasing problem, especially on the big providers (AOL, Earthlink, Compuserve, etc.) Last week I sent my father, who is on Compuserve, an email from my Yahoo address. When that didn't arrive, I sent one from my permanent dial-up address. That didn't go through either. Finally I had to send it from my work address.

I agree- refund them and send them each a new invoice through paypal.
