I picked up this little metal license plate recently and can't figure out what it was for. Maybe I'm overlooking the obvious.

Newton:
I would guess the item is a wheel tax sticker or similiar. These were popular with cities in the 30's. It was a city license that was attached to the regular license plates, in order to gain additional revenue. They were used in our city up through the 50's and later were attached to decals in the windshield.

I like long walks, especially when they are taken by people
who annoy me.

It could be for a car or motorcycle.

Here's a similar round plate

It could also be a utility pole tag, though it is hard to tell from the picture.
