Tom, from what I know the trolls are very collectable. Usually see the ones with hair out the top, but yours is cute! And if you look on ebay, most any of the nodders do well. Plus, alot people have an affectation for stuff made in Germany.
But one of the posters here is a toy expert and she can tell you more. I am sure she will answer you.

Do a search on ebay for heico troll ... there are a few similar to yours, no bids at $20. He is very cute though! I would keep him! LOL

there is no west or east germany anymore,and there are people who collect items which said west germany or republic of germany i.e. east germany.

Tom, I mean no disrespect when I say this...it looks like it could be one of Ralphie's toys! I think I saw something similar at PetSmart toady while shopping for doggy toys for my pup.
Actually, it's pretty cool. I'd almost do a second listing on it in the Bizarre category
