Somebody's got WAAAY too much time on their hands. Is it a test to see who will bid when they are told not to?
He used to give out 'Skippy credits' on the old ebay Q&A Board randomly to posters that would answer other peoples questions about ebay. I think it was $25 credit applied to your ebay account.
