I was the high bidder on an item that ended Oct. 3, 2003 and I paid the next day. On Friday, Oct. 17, I emailed the seller inquiring about whether the item had shipped. Haven't heard a word. Seller has three negs this week alone about non delivery of goods (out of six total negs). It seems she may be in the beginning stages of a scam :0(
Since it's been 16 days since I paid and I have a total of 30, when would be the best time to file fraud so I can eventually (if necessary) file a chargeback. I don't want to jeopardize this Paypal account by not going through them first.

With three negs in one week for non delivery, together with your gut feeling and bad vibes that led you to post this question, I would say the best time to file would be about 3 minutes from now. You can bet the other three (that you know of) will be doing the same thing if they paid by Paypal. You might as well get a place at the front of the line instead of waiting and finding yourself at the back of the line.

If the complaint jogs her into sending the item, you can always cancel it. If it doesn't, you'll be among the first to receive anything Paypal can squeeze out of her. Don't forget the Ebay fraud insurance also. There's a time limit for filing on that.
