I had an email from a buyer stating he had paid through P/P. The time was 3:57 AM PDT. As of 2:25PM PDT There is still nothing in my account. Thats almost 11 hours.

Was it email directly from the person or was it the pseudo email that comes from PayPal (but has your person's name on the From line)?
If the former, he sent the payment to the wrong address.

ask him to check the payment status,if it is unclaimed,that he has sent the payment to an email addr not registered with paypal.
he can cancel that payment and try again .
