Well, hubby has been eBay shopping again and bid on a bunch of items from an out of U.S. seller who has the following wording in his auctions: "PLEASE NOTE : All transactions paid for through PayPal will be subject to an US$ 0,63 additional charge to cover PayPal charges!" I know US sellers can't charge a PP surcharge..can others?

I didn't think anyone could add in any additional amount for PayPal use. If they were smart, they would simply add a $1.00 handling charge or something.

Yes Neg - there are countries in which a PayPal fee is allowed, it is most commony done in countries from the UK.

I just bought three books from a UK seller and in his UK to UK transactions he can charge.
BUT
(everyone has a big but Simone)
He could NOT charge me a Paypal fee.
End O' Chat.
This took several safeharbor emails to straighten out.
No fees. He was very adament, but in the end he relented (his was a pretty hefty fee, on top of $63 worth of books and his 12 pounds in shipping)

UK sellers are allowed to charge UK bidders a surcharge, if they note that in the auction to begin with -- they cannot surcharge other countries!

This wasn't a UK seller and I'm not a UK buyer - it was a minor amount so I paid it. Thanks for info ..next time i will set the seller straight.
