We just had a frustrating experience with PayPal. A buyer claimed to have not received her item. PayPal sent us email asking us for the Delivery Confirmation number. I provided it immediately. About 10 days later, PayPal let us know the number was invalid. It turns out I had selected "UPS" rather than "USPS".

We appealed. Another 10 days later, we were informed that yes, the tracking number was valid, but it was too late... They took the funds ($15.50) from our account and gave it to her. They suggested we ask her nicely for our money back.

I sent several emails trying to explain that it was unfair to take money from us when responded and re-responded immediately. They suggested reviewing the Seller-Protection policy.

I know this was a small amount of money, but it makes me feel like any amount can be reversed.

ya right. Get the money back, they told PayPal they never received it. Although you showed proof they did how are you going to get that money back. There is no one to back you up. That's a major delima in my book.

If she claimed to have not received her item
and yet she has isn't that mail fraud?

I would think the post office would not think to kindly to this.

Personally I would seek assistance from them

Tell the buyer that you will file fraud charges against her/him if payment is not received through PAYPAL immediately!

Give the buyer 24 hours to respond.
Then, proceed to the next level!

you must have exceeded the paypal deadline for proving delivery by telling them you shipped ups instead of usps.

Hi Everyone,

Yes, we were told that we had "exceeded the deadline". My husband got so mad that he called Customer Support to clarify exactly how many SECONDS the deadline was. We had responded promptly and were not aware of our error in selecting UPS over USPS.

Lesson Learned:

1. Use Delivery Confirmation.

2. Keep good records. Using Vendio and Stamps.com makes this easy.

3. Do NOT make any mistakes when replying to a PayPal inquiry. I would suggest not responding until your blood pressure settles!

Here is another PayPal horror story.


Dear barparts,

The 30 day timeframe for filing a dispute as outlined in the User
Agreement
is in regards to PayPal's internal dispute process (Buyer Complaint).
The
buyer has filed a dispute externally via his credit card company.

A chargeback occurs when a buyer rejects or reverses a charge on his or
her
credit card. Timeframe regulations for filing a chargeback are governed
by
the credit card companies, not by PayPal.

Please provide the previously requested information to assist us in
resolving the dispute. Thank you for your cooperation.

You want to talk about a bunch of crap. They make rules and don't stand behind them. Here is a copy of the first response.

In regards to transaction XXXXXXXXXXXXX, it has
been over 6 weeks since this transaction took place.
Payment was made on October 24th 2003, it is now
December 8th. As per your TOS (posted below), the
statute of limitations has run out on this
transaction. Accordingly, you must cancel any further
procedings of charge back and return the funds to my
account.

Only one Claim may be filed per PayPal transaction.
PayPal will seek to resolve the claim within 30 days
of the date the complaint is filed, though such time
frame may be extended, if appropriate, to accommodate

sale of tangible, physical goods and excludes all
other sales and services, pursuant to section 4.b.3 above.


This was shipped to a confirmed address. From my experience it won't matter. They don't back their own TOS anyway. Sad thing is, PayPal has become such an monopoly, a seller doesn't have a choice but to accept it.

if you bidder goes outside paypal and file chargeback with his cc company,paypal will have to present your case to the cc company which has the final say.
sad but true,domestic chargebacks 3 months,intl chargebacks 6 months or more.
that 55 cents usps dc really does not mean much to the cc company when it comes to proving delivery,sometimes signed receipts and ups and fed exp documents do not help either.
set a limit on how much you are willing to lose when using paypal to accept cc payments.
