I had a guy return an item as we both agreed it didn't work out. I have tried to file for FVF but you have to file the other things which don't apply. I don't want to file NPB alert and get him in trouble.

Go to the NPB alert page.
When they ask for a reason,click on the:both mutually agreed.
That will be the end of it right there.

For Requesting FVF Credit, choose the option:
Both parties Mutually Agreed Not To Complete The Transaction.
Before you apply for this credit, it is good to let the other party know you are doing this. Let them know it does not affect their feedback or other standings with eBay, you are just making application to regain some of your seller fees.

I think I finally figured out why it won't let me do any of these things. It has been less than 7 days. Duh! I swear I think I'm losing my mind these days.

You must file the NPB first no matter what. But you must also use the "both parties agree to not follow through on the transaction" for the reason. If you do, you will be able to file the FVF right away using the same reason.
