What a coincidence...those were my first two thoughts too...but the figure is too skinny to be Elvis in his Vegas years...and he looks too honest to be the Prez. This figure does have really cool eyebrows though! Anyone know for sure?

Now I get to show what a dweeb I am.
Although Elvis and the Prez are pretty good guesses, what you've got there is a Mattel #6330 Captain Lazer. As we all know, Capt. Lazer is Matt Mason's good friend from outer space, and has superhuman laser powers.
The toy is from 1967 and, as with all things collectible, would be more valuable with all the pieces in the original box.
