I had an auction close Feb. 24th. No payment. I have filed NPB, and for FVF credit, but when I try to relist, I get the message that this auction "does not qualify as a refundable relisted item". I thought that these items could now be relisted under those terms. Am I doing something wrong?

Amber-I have never done this but how would you expect to relist under refundable when your getting your fees back. That would like be listing for nothing.

classicrock-I am quite sure that eBay recently changed the policy on relisting, and you can now relist NPB items. Anyone else remember exactly what the new policy is? O.K. I found it,
"If your original listing resulted in a non-paying buyer
Also make sure that you filed a Non-Paying Buyer Alert for the original listing and requested a full Final Value Fee credit for that listing. This credit must be posted to your account before you can receive the Insertion Fee credit.
For non-paying buyer situations, only relistings of items that were originally listed on or after February 2, 2004 are eligible for the Insertion Fee credit."
I think my problem must be that the credit has not been posted yet.

On what day was it listed? Was it a store item? Are you relisting from your "my ebay" page or directly off of the auction page. I found out that you cannot relist from the "my ebay" page and that you must do it from the auction page. Not sure why, might be a glitch, but relisting from the auction page, it did work as advertised.

I listed it on Feb. 17th, well after the Feb. 2nd deadline, no, it was not a store item. I'll give it a try from the auction page. I appreciate the help.

The fees refunded are the FINAL VALUE FEES and not the listing fees so it makes sense that you are entitled to relist in an attempt to put those to good use.
